PACKING CONDITIONS

Item shall be made up securely and in such a way that there is no risk of other items getting trapped in them. The envelopes or packing shall be adapted to the shape and nature of the items as well as the mode and duration of transport. Every item shall be made up in such a way as not to endanger the health of officials and so as not to present any danger if the item contains articles of a kind likely to injure officials called upon to handle it or soil or damage other items or postal equipment. Metal fasteners used for closing items shall not have sharp edges.

For document items, custom EMS envelopes made of stiff paper or other durable material with or without bubble lining shall be used. The envelopes shall be closed in such a way as to protect the confidentiality of the contents.
Parcels shall be placed in cardboard, wooden, metal or plywood boxes, bags of cloth or packings of other durable materials. Parcels placed in cardboard boxes or paper wrappers shall be reinforced with adhesive tape so that the flaps and bending edges are completely stuck down.
Articles of glass or other fragile objects shall be packed in a strong box filled with an appropriate protective material. Any friction or knocks during transport either between the objects themselves or between the objects and the sides of the box shall be prevented.
Parcels containing articles of glass or other fragile objects shall be admitted only packed by the sender.

Liquids and substances which easily liquefy shall be enclosed in perfectly leak-proof containers. Each container shall be placed in a special strong box filled with an appropriate protective material of sufficient quantity to absorb the entire contents should the container break. The lid of the box shall be fixed so that it cannot easily work loose.
Fatty substances which do not easily liquefy, such as oils, soft-soap, resins, etc, and silk-worm eggs, the conveyance of which presents few difficulties, shall be enclosed in a first packing (box, bag of cloth, plastic, etc) which is itself placed in a box stout enough to prevent the contents from leaking.
Dry colouring powders, such as aniline blue, shall be admitted only in perfectly leak-proof metal-boxes, placed in turn in strong boxes with an appropriate absorbent or protective material between the two containers. Dry non-colouring powders shall be packed in strong watertight containers (box, bag), placed in turn in a stout box.
Live bees, leeches and parasites shall be enclosed in boxes so constructed as to avoid any danger. Packing is not required for articles in one piece, such as pieces of wood, metal, etc, which it is not the custom of the trade to pack.
Following the customs clearance, parcels sent by entities and organizations may be closed by means of their own adhesive tape or a seal.
It shall be prohibited to send articles enclosed in containers used by other postal providers or legal entities that have the right to collect, convey and deliver mails.
